Implementation of Spatial Data Infrastructures in Transitional Economies

چکیده
This is the second special issue on the topic of “implementation of Spatial Data Infrastructures (SDI) in transitional economies.” In the introduction to the first special issue (Georgiadou, Bernard, & Sahay, 2006), we argued that the majority of SDI initiatives in developing countries are characterized by a technical focus and a journalistic discourse (more hype and grand visions and less of realized practical benefits), as well as a rather weak theoretical understanding of the reasons underlying the unrealized potential of geographic Information Technologies (geo-IT), especially for public sector organizations. We expressed our belief that the technical orientation, both in theory and in practice, may contribute to the unrealized benefits of SDI despite significant investments, political support, push by vendors, and the 17% annual growth of the global geospatial market. (According to DaraTech (USA), the global GIS/geospatial market grew 17% in 2005. Worldwide GIS/geospatial revenue is forecast to reach US$ 3.6 billion in 2006, up from US$ 2.82 billion in 2004. This growth is driven by sales of commercial data products and the emergence of desktop and Internet-based systems. See http://www.daratech.com/research/gis/2006/.) We described how we attempted to address these challenges, first, by organizing a research workshop on Cross-learning between Spatial Data Infrastructures and Information Infrastructures (http://sdi.jrc.it/ws/crosslearning/index.cfm) in the spring of 2005 at the International Institute for Geo-information Science and Earth Observation (ITC) in Enschede, the Netherlands; and second, by soliciting papers for publication in two special issues of

Considerations from the Development of a Local Spatial Data Infrastructure
The development of spatial data infrastructures is often the victim of an excessive focus on data and standards. In this paper we use the hermeneutics of Gadamer and Habermas to understand the problem of how spatial data infrastructures (SDI) can succeed, both in emergent and developed countries. We use Gadamer’s concept of phronesis to show how being an application-driven project is a key for ...
متن کاملNetworks of Innovation and the Establishment of a Spatial Data Infrastructure in Brazil
Transitional economies with large geographical areas (such as Brazil, Russia, India, and China) represent both a challenge and an opportunity for the creation of spatial data infrastructures (SDI). Setting up an SDI in transitional economies is critically dependent on the diffusion of geographical information systems technology in public and private institutions. We use Rogers’ diffusion of inn...
متن کاملSpatial Analysis of Effective Factors on Distribution of Economic: Activities in 14 Zones of Esfahan Municipality
In recent years, the studies of location play a key role in success and stability of economic activities. Location studies are under consideration in both national and international levels. Meanwhile, identification of goals and methods of solving location problems have significant importance. The purpose of this paper is to examine spatial distribution of economic activities in 14 zones of Esf...
متن کاملAssessing the Impacts of Spatial Data Infrastructures: Methods and Gaps
The paper builds on the experience of the authors in preparing an extended impact assessment for the INSPIRE initiative of the European Commission, to discuss the methods deployed and their appropriateness, and reflect then on the gaps in existing knowledge relating to spatial data infrastructures (SDIs), and some of the apparent missing linkages between the development of these infrastructures...
متن کاملChallenges of Tagging Goods in Supply Chains and a Cloud Perspective with Focus on Some Transitional Economies
This paper considers some of the barriers in implementing the RFID (radio frequency identification) technology for identifying, locating, tracking and tracing goods in supply chains, along with a model for adopting cloud services that can mitigate these obstacles in the transitional environment. The analysis is based on the assessments of the implementation impediments, given by the experts in ...
